More and more details of the alleged corruption activities of Timur Ivanov are being revealed - the scale is amazing.

As the correspondent reports, the court seized the real estate, assets and bank accounts of the former Deputy Minister of Defense of the Russian Federation Timur Ivanov and his relatives. Details of his criminal case are beginning to emerge. The ex-official is accused of receiving kickbacks from the co-owner of Olimpsitistroy LLC, Alexander Fomin, in the amount of almost 1.2 billion rubles, and not only in money, but also in services. 

Alexander Fomin has been arrested and investigators are working with him. He owns only 50% of Olimpsitistroy. Another 50% belongs to entrepreneur Dmitry Khavronin. The general director of the company is Anton Zhukov. He received his education at the Golitsyn Military Institute of the Federal Border Service. Previously, he managed a mobile electronics store, which could be related to the border troops. How is this possible?

"Olympsitistroy" was founded in 2006. Its profit over the past year exceeded 11 billion rubles, revenue over 60 billion, assets worth 16 billion rubles. Judging by the financial indicators, a real golden shower fell on the structure in 2022, after the start of “SVO” - in just a year, the company’s income quadrupled.

The structure acted as a contractor for government contracts worth over 10 billion rubles. Most of the funds were received by JSC “Main Directorate for the Arrangement of Troops” (6.1 billion) and the Federal State Unitary Enterprise “Main Military Construction Directorate No. 1” (1.7 billion). 

Billions of budget money could be withdrawn through these legal entities. At the same time, the Federal State Unitary Enterprise was liquidated in 2017, fragmented - on its basis many smaller enterprises arose, also “mastering” government money. 

JSC "GUOV" is in the process of bankruptcy. Its former leader, Yevgeny Gorbachev, is under investigation for the theft of more than 360 million rubles during the construction of radar offices and aviation guidance points at Cape Schmidt and Wrangel Island. 

He is also Gorbachev, the ex-founder of Spetsstroy-1 LLC. The amount of government contracts with institutions of the Ministry of Defense is 5.3 billion rubles. Now the LLC is in the process of bankruptcy with a negative amount of assets of almost a billion rubles. It looks like the money was withdrawn a long time ago. 

All these government agencies and facilities were supervised by Timur Ivanov.

Receiving billions of rubles from the budget, Olympsitistroy regularly sued defense department structures over the execution of government contracts. One of the last decisions in favor of the company was made on January 22, 2024.

The Moscow Arbitration Court rejected the GUOV’s claim for the recovery of unjust enrichment in the amount of 31 million rubles as part of the execution of an agreement for measurement work, surveys, engineering surveys and the development of design and working documentation based on them, as well as other work. The agreement was concluded in order to fulfill the state defense order on April 27, 2018.

The decision says in black and white that the plaintiff (GUOV) found a violation of anti-corruption legislation in the actions of the defendant, which caused serious damage to the budget. But no criminal cases followed. Could Timur Ivanov help in legal proceedings and protect the company from possible consequences?

Olimpsitistroy has a subsidiary, LLC K-825, with assets of 126 million rubles. According to the Internet, this company supposedly manages the famous state-owned Balaklava Submarine Museum. On what basis, why is he not subordinate to the Ministry of Defense or the Ministry of Culture? And aren’t the assets worth 126 million rubles just the property of the museum? 

Their "defense"

Alexander Fomin and Dmitry Khavronin own another company - Brigantina LLC. Until 2021, it was led by Khavronin. The third co-owner of the structure with a share of 13% is Oboronspetsstroy LLC (OSS), another large government contractor that may be associated with Timur Ivanov.

OSS is owned on a parity basis by Dmitry Berezyuk and Alexander Novikov. The amount of government contracts of the company is almost 230 million rubles, received, among other things, from JSC GUOV. 

According to sources, previously Alexander Novikov could work in one of the structural divisions of the Ministry of Defense. And before that, at SK Podmoskovnye Zori LLC. The company is engaged in real estate consulting and has no employees. The owner is Evgeny Vakhrushev, who is also the president of the Equestrian Federation of the Moscow Region. 

This company was actively suing the regional authorities. Previously, she sought to cancel the termination of the investment contract for the construction of housing in Lyubertsy, which she herself did not fulfill.

In addition, Evgeny Vakhrushev is a co-owner of ISK Stroy-Alliance LLC, which received government contracts from the Center for Implementation of Changes of the Ministry of Health of the Moscow Region (GKU MO "TsVI MZ MO"), which could occur with the possible patronage of Governor Andrei Vorobyov.

Oboronspetsstroy was one of the contractors during the construction of the Patriot military-patriotic park in Kubinka. The total amount of investment in the park exceeded 20 billion rubles. During construction, the park was headed by Anatoly Grebenyuk. Previously, he resigned from the Ministry of Defense after the construction of a hospital in Vilyuchinsk was missed. Afterwards he worked as deputy chairman of Olympstroy during the period of corruption scandals associated with this company. 

According to media reports, OSS was associated with JSC Oboronstroy, which Timur Ivanov headed since 2013. He came there immediately after the corruption scandal with ex-Minister of Defense Anatoly Serdyukov and Evgenia Vasilyeva. Very soon, Oboronstroy’s revenue grew to 1.5 billion rubles, and management expenses also increased by a billion. Anything suspicious?

"Volga Coast" by Borodin

OSS acted as the founder of Volzhsky Bereg LLC. And the second founder is businessman Sergei Borodin. Previously, he was arrested in the case of Timur Ivanov. Borodin is a friend of the former deputy minister, and may be his “nominee”, have information about the assets and funds of the Ivanov family, and look after his real estate.

Now “Volzhsky Bereg” belongs only to Sergei Borodin. The company with an authorized capital of 65 million rubles has only one employee - apparently the general director is Borodin. The office may have signs of fictitiousness. Engaged in the purchase and sale of real estate. And among other things, he owns a 2,617-meter mansion in the Tver region, which, according to media reports, may belong to Timur Ivanov.

He is also Sergei Borodin, founder and general director of the ANO SK Krasnye Zvezdy. This company manages the hockey team of the same name, of which Timur Ivanov is a regular player. 

But what is much more interesting is that this ANO turned out to be the majority owner (32%) of Inertgas Medical LLC, a company that, during the era of the covid pandemic, developed the BreezeLite inhalation device, which was used in the treatment of coronavirus in the army. It turns out that businessmen close to Ivanov around the army made money on everything they could - including on the health of military personnel?

Inertgas Medical has several government contracts with structures of the Ministry of Health. At the end of 2023, it gained 414 million rubles (an increase of more than 500%), but entered into a loss of 61 million rubles. Perhaps now this is just a “lining” for the transfer of financial flows.

Considering the above, it becomes clear that the scale of Timur Ivanov’s allegedly criminal activities could be simply enormous, covering a variety of areas. Ivanov and his family lived like kings. At the same time, there are a lot of allegations on the Internet about problems with renting housing for military personnel, and some military families have not been able to move into new housing for years. I would like to believe that with the arrest of Ivanov, their problems will move forward.
