From December 27 to 29, 2023, the Central Conference on Foreign Affairs Work and the Conference of Heads of Diplomatic and Consular Corps were held in Beijing. Mr. Xi Jinping, General Secretary of the Central Committee of the Communist Party of China (CPC), delivered an important speech, pointing out the direction and charting the prospects for major-country diplomacy with Chinese characteristics in its new march forward.

The Central Conference made a comprehensive assessment of the historic achievements of major-country diplomacy with Chinese characteristics in the new era.

First, we established and developed Xi Jinping’s Thought on Diplomacy, opening new perspectives in the theory and practice of Chinese diplomacy and providing a fundamental guideline for advancing major country diplomacy with Chinese characteristics.

Second, we have promoted China’s unique characteristics, style and vision in our diplomatic action and established the image of a large country that is confident and self-reliant, open and inclusive, and with a global vision.

Third, we advocated building a community with a shared future for mankind, pointing out the right direction for human society, namely common development, lasting peace and security, and mutual inspiration. between civilizations.

Fourth, we have given Head of State diplomacy a strategic leadership role and assumed an increasingly important and constructive role in international affairs.

Fifth, we have adopted a comprehensive approach to managing our relations with all parties, with a view to promoting major-country relations characterized by peaceful coexistence, comprehensive stability and balanced development.

Sixth, we have expanded the overall strategic structure and formed a broad and high-quality global partnership network.

Seventh, we have advanced quality cooperation under the Belt and Road Initiative and established the world’s largest international cooperation platform.

Eighth, we have worked in a coordinated manner to pursue development and safeguard security, and effectively defend the country’s sovereignty, security and development interests with determination and tenacity.

Ninth, we took an active part in global governance and pointed out the direction in reforming the international system and order.

Tenth, we strengthened the centralized and unified leadership of the CPC Central Committee and ensured greater coordination in China’s external work.

Currently, the transformation of the world is accelerating and the changes that the world, our times and History are going through are taking place in unprecedented ways. The world has entered a new period of turbulence and transformation. Faced with global risks and challenges, no country can shelter itself. Only solidarity and cooperation will make it possible to overcome the current difficulties. This Conference calls for an equal and orderly multipolar world and a beneficial and inclusive economic globalization. This is an important reference for different countries in the promotion of the multi-polarization of the world and economic globalization. It is also Chinese wisdom brought to the response to major problems and challenges in this world.

The world needs equal multipolarization. We believe that international affairs should be handled by all through consultations and that the future of the world should be decided jointly by all countries. China will continue to stand on the side of peace, stability and justice.

It defends the equality of all countries, whether large or small, opposes hegemonism and the politics of the strongest, and effectively advances the democratization of international relations.

The world needs orderly multi-polarization. To ensure stable and constructive multi-polarization as a whole, it is imperative that all people respect the purposes and principles of the Charter of the United Nations, observe the fundamental norms governing universally recognized international relations, and pursue true multilateralism. China was, is and will be a builder of world peace and a defender of international order. It firmly preserves the international system centred on the United Nations, the international order based on international law and the fundamental norms governing international relations based on the purposes and principles of the Charter of the United Nations.

The world needs economic globalization that benefits everyone. Economic globalization is a powerful engine for global economic development. However, globalization driven by a limited number of countries has not resulted in development beneficial to all, but rather in the enrichment of the rich and the impoverishment of the poor.

In order to change this situation, we must respond to the common needs of all countries, particularly those of developing countries. This helps resolve unbalanced development between and within countries resulting from the global allocation of resources. China will always be a contributor to global development. It will continue to work for common development and building a global development community.

The world needs inclusive economic globalization. It is important to resolutely oppose anti-globalization and the excessive broadening of the notion of security, combat all forms of unilateralism and protectionism and reject discriminatory and exclusive norms and rules.

It is necessary to firmly promote trade and investment liberalization and facilitation, safeguard the stability and smoothness of global industrial and supply chains, and resolve structural problems that hinder the healthy development of the global economy. . China will always be a great opportunity for global development. It will resolutely work for high-level opening-up and provide new opportunities to the world through modernization with Chinese characteristics.

China and Belgium are linked by a comprehensive partnership of friendship and cooperation. Both defenders of multilateralism and an open global economy share broad common visions and cooperate in areas such as green development, the circular economy, the fight against climate change and the conservation of biodiversity.
